Need Help.
We hv configured 9_outside route and its working perfectly. For Emergency Created a new outbound route but facing the error " All circuits are busy now" while dialling 911, 117, 1122 .etc
In logs
== Everyone is busy/congested at this time (1:0/0/1)
Even all outbound trunk lines are free.
According to ISP there must be issue with PBX configurations.
