Yes - you can create a High Availability cluster mixing FreePBX and Issabel (since they are both Asterisk based). However, you would have to setup HAAst to synchronize only the parts of the dialplan you design to be shareable (since other parts of the dialplan are unique to the distro). In general this is an unusual setup - but contact Telium for more info.
